ADRA Reports 5% Rise in New Abu Dhabi Economic Licenses in H1 2026 as Freelancer Licenses Jump 224%
Growth in the capital has not stopped. It has slowed, and one category is racing ahead of everything else. ADRA Abu Dhabi reported on 8 October 2026 that new economic licenses issued in H1 2026 rose 5% against the same period in 2025, while freelancer licenses surged 224%.
The Abu Dhabi Registration Authority (ADRA) is the arm of the Abu Dhabi Department of Economic Development (ADDED) that develops and regulates the business sector, so its figures show what founders are really doing. ADRA’s H1 2026 Data Shows Growth Across New, Renewed and Entrepreneur Licenses
The half-year report answers three questions at once. How many businesses are starting? How many are staying? And which entrepreneur routes are pulling people in? All three moved up.
New Licenses, Renewals and Advertising Permits
New Abu Dhabi economic license issuance grew 5%, and renewals matched it at 5%. Advertising permits did better, up 14%, a sign that commercial and marketing activity is busy. A business that renews is a business that survived, which makes Abu Dhabi license renewal one of the cleaner health checks on the market.

Freelancer, Crafts, Mobdea and Tajer Abu Dhabi Licenses Lead the Entrepreneur Categories
Entrepreneur categories did the heavy lifting. Freelancer licenses jumped 224%. New crafts and occupational licenses rose 136%. Mobdea, designed for Emirati women turning creative ideas into businesses, grew 10%, while Tajer Abu Dhabi licenses gained 8% and commercial licenses 4%. ADRA credits its entrepreneurship initiatives.
151 Industrial Licenses With Over AED 106 Million in Investment Advanced Through Construction and Production
Industry is the quieter half of this report, but it carries the bigger cheques. H1 shows projects moving from paperwork to production.
90 Licenses Entered Construction and 61 Moved Into Production
Ninety licenses entered construction. Another 61 finished building and moved into production. Together that is 151 licenses and investment above AED 106 million, according to ADDED Undersecretary Hamad Sayah Al Mazrouei. ADRA ties the progress to the Abu Dhabi Industrial Strategy, backed by AED 10 billion of government investment.
Factories entering production often look at ICV certification next, since in-country value scoring can influence large procurement awards.
Longer Timelines for Industrial and Tajer Abu Dhabi License Holders
On 24 September 2026, ADDED stretched the clock. New Rowad industrial licenses now stay valid for three years, up from two, before construction must begin, and licenses under construction get four years to reach production instead of three.
That is welcome news for any industrial license Abu Dhabi investors are holding. Tajer holders whose no-premises period ends in 2026 also get one extra year, and the Tajer Abu Dhabi license now covers 1,200+ activities, up from 30 in 2017.
H1 Growth Moderates Against the Q1 2026 and Full-Year 2025 Figures
Five percent is healthy. It is also a long way from the 21% ADRA reported for the first quarter and the 29% it recorded for 2025.
From 21% in Q1 to 5% for the Half-Year
New licenses grew 21% in Q1 2026, after 29% across 2025. Do the arithmetic and the second quarter must have been far softer than the first. Officials point to a high base from earlier years and to regional challenges in recent months. Still, the register keeps growing: active licenses rose 12% in Q1, and renewals climbed 20% in 2025. Slower is not shrinking.
Freelancer Licenses Record the Fastest Growth in Both Q1 and H1 2026
Freelancer licenses grew 261% in Q1 and 224% in H1, outpacing every other category listed in both reports. The base is expanding too. ADRA counted 2,065 in 2024 and 3,502 in 2025, a 70% rise. So if you are eyeing an Abu Dhabi freelance license, you are joining a very big crowd!

ADRA introduced 11 new economic activities in H1 2026, issued new policies, and deepened cooperation with government and private-sector partners. Its stated goal is a smoother path for investors, without loosening compliance or consumer protection.
The Fine Exemption for Late License Renewals Closed on 15 August 2026
The three-month exemption from outstanding late-renewal fines ran until 15 August 2026. In total, 7,823 commercial and industrial establishments benefited, with exemptions worth more than AED 11.6 million. Tax Obligations That Follow a New Abu Dhabi Economic License
A license lets you trade. It does not pause the Federal Tax Authority (FTA). Corporate Tax runs on its own clock, and for new businesses that clock starts early.
Corporate Tax Registration for Newly Licensed Businesses
A new Abu Dhabi trade license often comes with a new Corporate Tax obligation. Under FTA Decision No. 3 of 2024, a juridical person incorporated or recognized in the UAE on or after 1 March 2024 must apply to register within three months. Miss that and a penalty follows, but there is a way back. Under the FTA’s May 2025 waiver, the penalty falls away if you register and file your first return within seven months of your first tax period ending. Start corporate tax registration early, ideally the same month the license lands.
The AED 1 Million Turnover Test for Freelancers and Other Natural Persons
Freelancers face a different test. Under Cabinet Decision No. 49 of 2023, a natural person’s business income is subject to Corporate Tax only when turnover passes AED 1,000,000 in a calendar year. Wages, personal investment income and real estate investment income never count. Cross the line and you must register by 31 March of the following year, or face an AED 10,000 penalty, which the same waiver can erase.
A freelancer license Abu Dhabi holder earning AED 400,000 sits outside the net. One earning AED 1.2 million does not. Anyone holding a freelance license Abu Dhabi issued should track turnover monthly against that line.
Licensed Is the Start, Compliant Is the Finish
Abu Dhabi’s licensing engine is still running, just in a lower gear. Five percent more new licenses, 151 industrial projects moving forward and a freelancer boom add up to a market that rewards early movers.
